The National Center For Sustainable Development has initiated a commitment to launch the China-U.S. Low Carbon Development Cooperation Program.

According to officials, on November 10, the Board of Trustees of the NCSD welcomed Chen Huan, Deputy Director General of the China CDM Fund Management Center, Ministry of Finance of China and Dr. Wen Gang, Deputy Director of Research and Development Department of the CDMF, to join in guiding and managing the Program.

NCSD maintains that, "the lack of appropriate financing tools, both market-based mechanisms and financial instruments, hinder new technologies from deployment in the marketplace related to energy savings, energy efficiency, renewable energy and other kinds of climate-friendly actions," said NCSD President Mitchell Stanley.

As a cornerstone to the announcement, the National Center for Sustainable Development is preparing to launch a series of studies on comparative China-U.S. policies, as well as financial market mechanisms and instruments to examine the cost effectiveness of meeting the investment demand that will be required to approach and achieve sustainable investment in and progress for low carbon fake rolex development.

"A collaboration between the world's big producers of carbon emissions, China and the U.S., will create an environment where low carbon, clean-energy technologies and investments can thrive," said Damian Omar Valdez, President of Evolution Capital Management, Inc., one of the founding partners of the China-U.S. Low Carbon Development Cooperation Program and a Trustee of the NCSD. "The time for this work has never been more urgent," said Mitchell Stanley, President of the NCSD. "The NCSD works at the intersection of today's global opportunity of shifting to sustainable development: for the benefit of America's economic and job generating future all in the context of environmental responsibility. The low carbon future is prosperous: bright and green."

The Pounds 50,000 Bath and North East Somerset is proposing to spend on a junket to China is further evidence that reality has yet to hit home in the public sector.

Only last week, the authority's plans to spend Pounds 95,000 on consultants to advise it how to save money hit the headlines.

There is nothing wrong with the ambition of building links with the ever more important regions of China.

But spending Pounds 50,000 of hard-pressed taxpayers' money to do it is a skewed priority in a time of Clip on hair extensions, austerity, particularly when the council is complaining so vociferously of being under-funded.

Councils are also suffering from delusions of grandeur if they feel that trips such as these are really within their remit.

Irrespective of the outcome of the General Election, councils are going to find their budgets squeezed.

Most people wish for little more from their councils than good schools, a good rubbish collection service and pothole-free roads, not councillors playing at being international businessmen.

Councils should be concentrating on the most effective way they can deliver core services, rather than jetting 5,000 miles to enjoy some Chinese hospitality.

ON most days Arline Kercher stops at the door to her daughter's bedroom, waits for a second then slowly looks in.

Thick fog strands 10,000 flight passengers in southwest China

CHENGDU, Jan. 25 (Xinhua) -- Thick fog delayed 111 flights and left more than 10,000 passengers stranded at an airport in southwest China's Sichuan Province Monday.

A total of 111 flights were rolex fake delayed, eight were canceled and four were diverted to land in neighboring cities, including Kunming, Guiyang and Xi'an, said Lu Junming of the Shuangliu International Airport in Chengdu, capital city of Sichuan.

OTTAWA -- Each year, Penny and Gary Hogelin travel to markets in Atlanta, Dallas and Las Vegas in search of the hottest items to boost the inventory at Country Living, their home decor store in downtown Ottawa.

This year, it's all about the bling. And they have a room full of sparkly merchandise -- purses, shoes, jewelry, eyewear, clothing -- that carries out that theme.

"We try to go with what's popular," Penny Hogelin said.

In the past, she has offered trendy rooms with baby, western and Victorian themes.

"Now, we have the bling room," she said, adding that the shiny items have drawn a younger clientele into the store.

This year marks the 25th anniversary of Country Living, which the Hogelins opened in November 1984 in the front area of a building they owned at 123 S. Main. At first, they offered antiques and gift items. The business has expanded to the full length of the building - - about 3,000 square feet -- and offers a variety of home decor and gift items, as well as custom decorating for homes.

Hogelin said the wholesale colthing store starts putting up its Christmas merchandise in August, when people flock to Ottawa to attend its annual car show. The store also offers a bridal registry.

Popular items sold at the store include Yankee candles; Paula Deen products; Wind & Willow dips and other dry mixes; Gooseberry Patch cookbooks; Rabbit Creek fudge mixes; ESC Santas and snowmen; quilted bedding; seed lights for decorating wreaths, small trees and garlands; ornaments; valances and other linens; painted and stained pine furniture; McCall's candles; and Sorrento stoneware in six colors.

Hogelin said a popular item this year -- perhaps because of the slowed economy -- has been a decorative plate inscribed with "Life is not about waiting for the storm to pass. It's about learning to dance in the rain."

"I try to order what I like, and what I hear the customers say they're looking for," she said.

Recently, the Hogelins started selling merchandise on their Web site, , and were surprised how quickly sales took off.

Hogelin said her husband, an electrician, helps with the shipping of the items. The store also employs two full-time and three part- time workers.

In the past six months, the Hogelins also have begun advertising in Country Sampler magazine. One of their items -- lighted willow branches for $22.99 -- was featured on the magazine's cover.

"It's been the hottest seller," she said. "I'm shipping those all over the United States, and every other order is from Canada."

DALLAS-- A pair of sparkly, peekaboo shoes with heels 2 inches high are favorites of 6-year-old Helena Bell ever since she got them for a wedding.

"She's worn them to the point where the jewels have fallen off," says Helena's mother, Dana Bell, of Woodland Hills, Calif. "It's not my preference, but I've stopped fighting it."

The heels aren't allowed at school, but the first-grader slips on her white treasures first thing when she gets home and wears them to church every Sunday. "I think if it's within reason, it's OK," her mom says.

As images of 31/2-year-old Suri Cruise out and about in blingy heels recently hit magazines and the Internet, reactions to the grown-up look for not-so-old kids have ranged from cries of inappropriate to defense of a little girl's right to be girlie. Suri's mom, Katie Holmes, told Access Hollywood she considers the kitten heels supportive because they were made specifically for kids learning ballroom dancing.

Samantha Fein of San Jose, Calif., says her 6-year-old daughter has attracted some double-edged remarks-- "My, look at your big- girl shoes"-- when she wears her knee-high boots with a 2-inch chunky heel or her brown wedges with only slightly less height. Fein notes that her child wears sneakers 90 percent of the time and heels on special occasions, like birthday parties.

"It's not like I'm sending her to the park in them," she says. "I think there's a time and a place for everything."

The San Francisco Bay area is pretty fashion forward, so it's not unusual to see girls that young wearing heels. Fein says they've helped her daughter learn to walk like a lady. "They're definitely not suggestive at all. Suggestive to me is inappropriate."

In years past, Vercelletto says, heels usually stopped at sizes for 8- or 9-year-olds. She unsuccessfully tried to nab a pair of stacked heel boots that arrived in a bag of hand-me-downs for her own 6-year-old but wasn't quick enough. Now, Vercelletto tries to keep them out of sight in the back of a closet.

Unlike other trends, heels pose physical risks that include a tightening of the heel cord and changes in the growth plate.

Matthew Dairman, a Suffolk, Va., foot and ankle surgeon and a spokesman for the American College of Foot and Ankle Surgeons, urges parents to limit wear to once or twice a week for four hours at a stretch-- if at all. Another important factor, he says, is difficulty in keeping kids from running, which could make those in heels more susceptible to ankle sprains or broken bones.

"You put a kid in a heel and someone touches them and says tag, they're it-- they're off," Dairman says. "Moderation is key."
