TAIPEI, Jan. 22 Kyodo

Newly published documents suggest that famed World War II-era spy Yoshiko Kawashima, a relative of the ''Last Emperor'' Pu Yi, was executed in China, countering decades of conjecture that she paid for an impersonator to take her place before the firing squad.

The Manchurian icon, whose extraordinary life spawned several books and films and popular curiosity over her fate, was a prominent security official in the WWII-era Japanese puppet state of Manchukuo in northeastern China.

Despite her arrest by Chinese Nationalist authorities, conviction for treason and reported execution, doubts about her death endured for years.

But a recent publication from Taiwan's Justice Ministry, relying on court and prosecutorial documents sourced from China at the time, suggests that Kawashima was indeed executed.

The ministry publication, ''Seal of History: 100 Valuable Prison Archives,'' includes official reports testifying to the execution on March 25, 1948, five months after her death sentence was handed down.

One U.S.-based specialist, however, is not convinced by the documents, citing unresolved ''ambiguous'' circumstances and the absence of the obsessive attention that was normally paid to prominent enemies of then leader Chiang Kai-shek's government.

''Under Chiang Kai-shek's ever-suspicious mind, he would only accept and believe any of his condemned enemies (was) dead if he saw two photos of the individual -- one taken before the execution and one right after,'' said David Tsai, a retired U.S. Library of Congress official who is an expert on espionage history and

''This was a common and routine practice,'' he said.

But in Kawashima's case, only a postmortem photograph has surfaced, and the identity of the person in the photo has been disputed.

Clip on charms

''The 'photograph' of her 'body' as released back then was of the poorest quality and was not authenticated in any convincing way,'' Thomas sabo charms Tsai said.

Adding to the intrigue, the new documents indicate that Kawashima's body was photographed by several journalists, but it was not clear why these images of such a prominent figure would not have survived or been better distributed at the time.

Kawashima was born into royalty as a Manchu princess in the waning Qing Dynasty in the early 1900s, and originally carried the name Aisin Gioro Xianyu

She was sent to Japan by her father at an early age and adopted by a Japanese military advisor, who renamed her Yoshiko Kawashima. She later became a spy for Japan amid its bid to establish the state of Manchukuo in Manchuria.

By some accounts, it was Kawashima who, through her ties to Chinese royalty, convinced Pu Yi to nominally head up the puppet state.

Besides espionage, Kawashima was also involved in guerilla warfare against Chinese insurgents, activities that led to her capture and purported execution.

YIWU, China -- For China's low-cost jewelry makers, it was an open trade secret: The metal cadmium is shiny, strong and malleable at low temperatures, regardless of its health hazards. And it's cheap.

Despite the risks, manufacturers in factories replica hublot watches ringing this city on China's east coast say their top priority is profit. So offering cut-rate goods often means using lower quality materials, including cadmium, which is known to cause cancer.

"Business is business, and it's all up to our client," said He Huihua, manager of the Suiyuan Jewelry Shop at International Trade City in Yiwu, a sprawling wholesale mecca where sellers pitch their wares in hopes of landing a lucrative export contract.

He spoke from a small cubicle with rows of dangling metal earrings and key chains hanging on the wall. Elsewhere, brooches, necklaces, charms and other baubles shone under the market's lights.

"We just make what our clients order. If they pay more, we use the better raw material, and vice-versa. From a few cents to a few dollars, we can make the same style of jewelry product with a different raw material."

Asked what he thought about the health risks associated with cadmium and other toxic metals, He said: "I can't be overly concerned about that."

Long-standing concerns about the safety of Chinese exports flared anew this week after an investigation by The Associated Press found that 12 of 103 pieces of mainly Chinese-made children's jewelry bought in the United States contained at least 10 percent cadmium, some in the 80-90 percent range. Two had less than 10 percent and the rest had none.

The U.S. Consumer Product Safety Commission announced it was opening an investigation into the AP's findings, and China's government also took notice of the trouble brewing in its largest export market.

"We just heard about this, and we will investigate," said Wang Xin, director of supervision in the General Administration of Quality Supervision, Inspection and Quarantine.

He spoke to an AP reporter at a toy safety conference in Hong Kong. His agency and the Ministry of Commerce did not immediately respond to written questions submitted by fax in Beijing.

The tainted jewelry was reminiscent of the product-safety scandals of 2007 in which dangerous levels of lead caused Mattel Inc. and other toy makers to recall large numbers of Chinese-made toys. Following that, the U.S. government enacted tougher limits on lead in toys.

Beijing also promised greater vigilance in enforcing safety standards for exports and the domestic market.

China has regulations limiting cadmium to tiny amounts in fashion jewelry and children's toys. Fashion jewelry should not contain more than 0.1 percent cadmium. In materials for toys, cadmium should not exceed 75 parts per million, or Thomas sabo charms 50 parts per million for clay and paint.

The limits are comparable with international standards. But enforcement is still lax, as it was in 2007.

A metals expert in a Yiwu jewelry factory said some raw-material suppliers sell an alloy containing up to 90 percent cadmium.

Interviews with more than a dozen manufacturers and sellers in Yiwu confirm that cadmium is a common ingredient in the earrings, bracelets, charms and other baubles being churned out by local factories and piled high in that city's wholesale markets.

CHARGES that contaminated sediment was moved without a licence to make way for a new marina at Falmouth Docks are being "strenuously" denied by the two companies involved.

A&P Ports and Properties Ltd, Dorset-based hazardous waste management specialist Oil and Water Ltd, and four men, including A&P's Mike Reynolds and Steven Lewis, are due to appear before magistrates in Camborne on March 11.

They will face allegations brought under the Food and Environmental Protection Act by the Marine and Fisheries Agency (MFA), a part of the Department for Food and Rural Affairs.

The charges relate to the relocation of silt said to contain highly poisonous chemicals which had been shifted from the seabed during the development of Port Falmouth Marina.

The chemicals in question include a now-banned marine paint containing TBT, which experts claim is the most toxic substance ever deliberately introduced into the marine environment.

Both companies are charged with allowing the contaminated silt to be dumped without a licence between March and December 2007.

A&P is also charged with failing to declare a number of vital issues when applying for a licence in November of that year, including providing an environmental impact assessment with elements it knew to be false.

Challenge In a statement issued this week, a spokesman said: "A&P Ports and Properties Ltd strenuously deny the allegations made by the MFA.

"The allegations will be disputed in court in due course when A&P Ports and Properties Ltd will have an opportunity to challenge the MFA evidence and call their own evidence."

The spokesman added that the company had "acted and continues to act properly and responsibly at all times, especially in respect of observing requirements of environmental legislation."

The firm added: "The company takes environmental issues very seriously, not only in respect of Falmouth, but the broader environment generally."

A spokesman for Oil and Water Ltd also said the company would vigorously defend the claims made against it.

If found guilty of the allegations, the defendants could face fines of up to Pounds 50,000 or two years' imprisonment.

February 7, 2010

WASHINGTON -- On Sunday, February 7, the country will commemorate the tenth annual National Black HIV/AIDS Awareness Day. It鈥檚 a day that reminds us that HIV/AIDS is still a public health crisis in the US. And it鈥檚 a day when communities and organizations across the country come together to recognize the impact this disease has had on the African American community.

African Americans make up almost half of Americans living with HIV/AIDS today. Blacks represent 12 percent of the population, but account for nearly fifty percent of new HIV infections. In their lifetimes, 1 in 16 African-American men and 1 in 30 African-American women will Replica valentino Handbags get an HIV diagnosis. Dolce & Gabbana Bags

These are not just startling statistics鈥攖hese numbers represent people we know and love: neighbors, friends, members of our families and our faith communities. And it鈥檚 time that we as a nation take action: to improve care and treatment for those who are HIV positive and to strengthen our prevention efforts to stop the spread of HIV.

President Obama has made domestic HIV/AIDS a priority. He has set goals of reducing HIV incidence, increasing access to care and improving health outcomes, and reducing HIV-related health disparities. His 2011 budget includes more than $3 billion, an increase of $70 million, for the Centers for Disease Control and Prevention (CDC) and the Health Resources and Services Administration (HRSA) to enhance HIV/AIDS prevention, care, and treatment. The budget also focuses on HIV testing among high-risk groups, including men who have sex with men, African Americans, and Hispanics.

Gucci Replica Watches Later this year, the Administration will roll out a National HIV/AIDS Strategy, which is being developed with input from care providers, advocacy groups, and people living with HIV/AIDS. The Department of Health and Human Services will play a large role in implementing this strategy, which will guide our HIV prevention, care, research, and treatment efforts.

Part of the challenge we face is that too many Americans aren鈥檛 as worried about HIV/AIDS as they used to be. Even though new infections are holding steady, the share of Giverchy Handags Replica Americans who say they are afraid of being infected has dropped. To reverse this trend, we鈥檙e working through the CDC and other federal initiatives to increase awareness about how to prevent HIV. We鈥檙e reaching out to the whole country, and focusing on groups at disproportionate risk that have been underserved in the past, including racial and ethnic minorities, women, and gay and bisexual men.

We also know that, despite our best efforts, HIV/AIDS still carries a stigma. In some communities, Americans are afraid to be tested because they fear the discrimination associated with HIV. Last year, we struck a big blow against this stigma when we eliminated the ban that prevented people who were HIV positive from entering the United States. And we鈥檙e proud that this change will allow us to welcome the International AIDS Conference back to the United States in 2012. But there is still more work to do in this area.

ORONO - University of Maine defenseman Will O'Neill had a productive freshman season a year ago.

Not only did he become a regular, he was also used on the special teams and finished as the Black Bears' second-leading point- producer among defensemen with 16 points on four goals and 12 assists in 34 games.

Three of his goals came on the power play.

This season, he already has five goals and 19 assists in 28 games entering this weekend's crucial Hockey East home series with UMass Lowell.

He is second in points among Hockey East's defensemen behind New Hampshire's Blake Kessel, who has 30 points.

O'Neill is one of the point men on the nation's best power play and has 4 & 14 with the man-advantage.

"He's a great hockey player," said UMass Lowell coach Blaise MacDonald. "He jumps into the play appropriately and can deliver the puck to the net."

"Will has really emerged for us as an elite defenseman, particularly on the offensive side," said Maine coach Tim Whitehead. "He continues to work hard at his defensive game to become more of a complete player. He trains real hard and is passionate about the game. He's Thomas sabo charms often the first guy on the ice and the last guy off."

"It's nice to be contributing to a good team," said the 6-foot- 1, 190-pound O'Neill. "What has been most impressive has been our power play. Being on the power play is an honor. The fact we're doing so well on it is important to me and to the rest of the guys. It's a credit to all the other guys, too."

replica tag heruer watches O'Neill said his rookie season was an eye-opener.

"I learned how hard this league is night in and night out," said O'Neill, a seventh-round draft choice of the Atlanta Thrashers. "You can't take a night off. There aren't any easy nights."

He also discovered that there are times to make plays and times when you have to settle for simply getting the puck out of the defensive zone.

"I'd get in trouble trying to be assertive with the puck. I wasn't satisfied with just chipping it out of the zone. Now I've learned when to skate it out of the zone and when to chip it out," said O'Neill.

"He has really taken more to the defensive side and is a great defender now," said junior assistant captain Jeff Dimmen, O'Neill's defense partner. "His poise with the puck is unbelievable. He makes great plays out there. He's more confident, all-around, and he's more assertive."

O'Neill has good instincts according to Whitehead and it's easy to see why.

His father, Bill O'Neill, was a defenseman for the NCAA champion Boston University Terriers in 1978 and is currently in his 28th season as the head hockey coach at Salem State College (Mass.).

Boston University coach Jack Parker, who coached Bill O'Neill, said father and son are opposites on the ice.

"Bill was a fabulous defensive defenseman. He was very strong on his skates and real physical," said Parker. "Will's game is offensive. He has good hands and he sees the game really well. He's real good on the power play and can really shoot it. He's a terrific offensive defenseman."

O'Neill said his father is his personal coach.
